The meeting was co-chaired by Sun Weidong, China's Vice Foreign Minister, and Rujikorn Saengchantr, Acting Director General of the Department of International Economic Affairs at Thailand's Foreign Ministry. Senior officials from Cambodia, Laos, Myanmar, and Vietnam also attended. The six parties reviewed the progress of the LMC and held in-depth discussions on future cooperation and preparations for the 9th LMC Foreign Ministers' Meeting.

Sun stated that this year marks the start of the implementation of the second five-year action plan for the LMC. The six countries have implemented the important consensus reached at the 4th LMC Leaders' Meeting and the 8th LMC Foreign Ministers' Meeting, actively expanding cooperation in various fields, achieving fruitful results, and strongly promoting peace, stability, and prosperity in the Lancang-Mekong region.

Sun introduced the key content and outcomes of the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China (CPC). He stated that in a world intertwined with changes and turmoil, China will follow the guiding principles of the plenary session and further deepen reforms comprehensively to advance Chinese modernization. China is willing to deepen solidarity and cooperation with Mekong countries, jointly promote regional connectivity and green and innovative development, work together to address non-traditional security challenges, and build the region into an exemplar for Belt and Road cooperation, a pacesetter for implementing the Global Development Initiative, a pioneer for implementing the Global Security Initiative and a front runner for implementing the Global Civilization Initiative. This will accelerate the building of a Lancang-Mekong community with a shared future.

All parties congratulated the CPC on the successful convening of the plenary session, highly praised the substantial progress made in LMC over the past eight years, and expressed gratitude for the significant support from the LMC Special Fund in developing economies and improving livelihoods. They unanimously expressed their willingness to enhance political trust, deepen practical cooperation, and jointly implement the second five-year action plan, benefiting the people of the region.
