Aung San Suu Kyi delivers a speech at the opening ceremony.

The 4th e-Government Conference and ICT Exhibition was held in Naypyidaw, Myanmar on February 18, 2020. Aung San Suu Kyi, Myanmar State Counsellor, U Myint Swe, Vice President of the Republic of Union of Myanmar, other ministers, as well as chief ministers of relevant provinces and states attended the conference. Myanmar’s government highly valued this conference as an important act to enhance administering capability, and promote technological progress and social development.

Aung San Suu Kyi, Myanmar State Counsellor, mentioned in her speech that Myanmar has benefited greatly from the e-Government, including improving government efficiency, reducing mistakes, and satisfying citizens’ demands in a more responsible, transparent and faster manner. Also, the e-Government service can help narrow the gap between government and other parties, like citizens, enterprises and different departments, which brings convenience and high efficiency, largely reducing poverty and achieving sustainable development. The United Nations has regarded government provision of e-services to its people as one of the determinants for a country’s development status. She highlighted that despite Myanmar’s progress on education, more e-service is needed in this field, and greater efforts should be contributed in order to catch up with other countries in Southeast Asia. In that sense, Myanmar should enhance international cooperation.

After the conference, Aung San Suu Kyi visited the exhibition site. At the Huawei exhibition area, Ding Zhaoyi, CEO of Huawei Myanmar, introduced Huawei’s development in Myanmar to Aung San Suu Kyi. She demonstrated her interest in the off-grid solar power plants built by Huawei and immediately asked for more information. When she saw that Huawei was electronically collating all the books in the National Library of Myanmar for long-lasting preservation, she expressed her approval by praising Huawei’s practice. As she approached the large screen, Ding Zhaoyi said the content here demonstrates the concept of “technology is accessible to every citizen.” Aung San Suu Kyi very much agreed with this formulation. In her speech, she particularly mentioned that e-government should benefit everyone equally, especially the rural population in remote areas who are in need of mobile communication and Internet services.

U Han Zaw, Minister of Construction (Myanmar), visited the Huawei exhibition area at a later time. He described China and Myanmar as “a community with a shared future”, emphasizing their profound and fraternal relationship while expressing the desire to strengthen the cooperation in this field. When seeing the words “Smart City” displayed at the Huawei exhibition area, he said China is in the world’s leading position for information communication technology. Myanmar is willing to strengthen cooperation with China and learn from China's experience in urban design and construction of "Smart City".
