On 23 March 2016, the First Lancang-Mekong Cooperation Leaders' Meeting was held in Sanya, Hainan Province of China. The meeting agreed to establish a community of shared future among Lancang-Mekong countries and set up a "3+5 cooperation framework". It issued the Sanya Declaration of the First Lancang-Mekong Cooperation (LMC) Leaders' Meeting, and the Joint Statement on Production Capacity Cooperation Among Lancang-Mekong Countries.
